BIO-key Shares Surge After a Middle East Government Security Agency Selects Its Identity Platform, Lifting the PRISM Cybersecurity Index

BIO-key (NASDAQ: BKYI) shares jump after a Middle East government security agency selects its MFA and SSO platform, lifting the PRISM Cybersecurity Index.

BIO-key International, Inc. (NASDAQ: BKYI) said Tuesday that a new Middle East government security agency selected its multi-factor authentication (MFA) and single sign-on (SSO) platform to protect access to the agency’s core communications infrastructure. Investors responded immediately. BIO-key shares more than doubled in premarket trading and held a gain of roughly 80% to about $2.97 by midday, making the company the standout performer in the PRISM Cybersecurity Index.

Key Points

  • A Middle East government security agency, new to BIO-key (NASDAQ: BKYI), chose its MFA and SSO platform to secure its core communications infrastructure, including web-based services.
  • The engagement went from initial discussions to an agreement in less than two months, and deployment was nearing completion at the time of the announcement.
  • Gulf distribution partner IT Harmony supported the evaluation and rollout.
  • BIO-key did not disclose the financial terms, the number of users, or the contract length.
  • BIO-key shares jumped as much as about 140% premarket and traded up roughly 80% at midday, while the PRISM Cybersecurity Index rose about 2%.

BIO-key (NASDAQ: BKYI) Lands a High-Security Government Customer

According to BIO-key, the deployment secures access within one of the country’s most security-sensitive government environments. In addition, the company says the project lays the groundwork for broader identity modernization at the agency over time.

Speed stood out. BIO-key built the relationship during the agency’s evaluation process and moved from first conversations to a signed agreement in under two months. IT Harmony, BIO-key’s value-added distribution partner in the Gulf region, helped carry the project from evaluation through deployment.

“Every successful project starts with trust,” said Almuez Mansour, International Sales Leader at BIO-key, who credited close cooperation among the agency, IT Harmony, and BIO-key for the fast rollout.

The agency now joins BIO-key’s growing roster of Middle East government and financial-sector customers, which the company says includes several major regional defense organizations. Moreover, the win follows a busy few weeks in the region. BIO-key announced a partnership with Al Majlis Group on September 29 to expand identity security across the Arabian Gulf, and on September 23 it received full FIDO Alliance certification for its Passkey:YOU™ authentication. The company also showcased its next-generation passwordless authentication at the 2025 Gartner IAM Summit.

Why BIO-key (NASDAQ: BKYI) Shares Spiked

BIO-key is a micro-cap stock, so a government-agency win in a sensitive environment carries outsized weight. Benzinga reported the stock up about 131% to $3.82 at 7:24 a.m. ET on volume of more than 31 million shares, roughly 11 times its 100-day average. Benzinga Pro data also showed short interest at about 71% of the public float, which likely added fuel to the move.

However, BIO-key gave back part of that gain after the open, trading near $2.97 at midday. Because the company did not disclose the deal’s value, investors will need future quarterly results to judge how much revenue the agency contributes.

What It Means for the PRISM Cybersecurity Index

BIO-key’s win highlights a theme that runs throughout the PRISM Cybersecurity Index: identity has become the new security perimeter, and governments are buying. The index includes identity and access players such as Clear Secure, Inc. (NYSE: YOU), OneSpan Inc. (NASDAQ: OSPN), and authID Inc. (NASDAQ: AUID), as well as government-focused Telos Corporation (NASDAQ: TLS).

Meanwhile, the broader index traded about 2% higher by midday, with gains in Tenable Holdings (NASDAQ: TENB), Allot Ltd. (NASDAQ: ALLT), and Rapid7 (NASDAQ: RPD). On the other side, HUB Cyber Security Ltd. (NASDAQ: HUBC) fell more than 35% without any new announcement.

Looking Ahead

Going forward, investors will watch whether BIO-key can turn its Middle East momentum, including the Al Majlis partnership and its growing list of defense and government customers, into steady revenue growth. In addition, they will look for any disclosure of the agency deal’s size and for signs that the identity modernization work expands into follow-on contracts.
