Oklo Inc. Secures Department of Energy Approval for Texas Isotope Test Reactor

Advanced nuclear technology company Oklo Inc. (NYSE: OKLO) achieved a critical regulatory milestone today. The U.S. Department of Energy (DOE) formally approved the Nuclear Safety Design Agreement (NSDA) for the Groves Isotopes Test Reactor. Operated by Oklo’s wholly owned subsidiary, Atomic Alchemy, the facility advances under the DOE’s Reactor Pilot Program (RPP).
Following the execution of an Other Transaction Agreement (OTA) in January, this approval propels the project into its next phase of execution. The authorization enables the company to move forward with submitting its Preliminary Documented Safety Analysis (PDSA) for comprehensive DOE review.
Advancing the Regulatory Pathway
The DOE’s Reactor Pilot Program provides a modern, structured framework to build and operate advanced nuclear plants. By securing the NSDA, Atomic Alchemy establishes an authorization pathway designed to accelerate deployment and expand domestic industrial capacity.
Oklo CEO Jacob DeWitte emphasized that the plant will generate critical data, allowing the company to refine processes and apply procedural lessons to subsequent licensing submissions. From a regulatory perspective, the DOE maintains a safety-first approach to ensure disciplined progress from the initial design phase through full deployment.
Targeting Accelerated Deployment in Texas
Atomic Alchemy currently targets reactor criticality for the Groves facility by July 4, 2026. The company situated the site near Lockhart in Caldwell County, Texas, within the planned Proto-Town Innovation Hub.
This strategic development hub will eventually host demonstrations of novel construction technologies, full-scale prototype buildings, and advanced manufacturing initiatives. By integrating the reactor into a facility dedicated to robotics, space, and energy research, Oklo aligns the project with broader industrial innovation goals.
Strengthening Domestic Isotope Supply Chains
The Groves facility establishes the necessary foundation for future commercial plants dedicated to domestic isotope production. Currently, the United States relies heavily on overseas suppliers and aging infrastructure to source these critical materials.
By initiating operations with a pilot facility, Atomic Alchemy will test reactor systems, validate operating procedures, and subsequently scale up to reliable domestic production. Securing a steady supply of these isotopes remains vital for several key sectors, including:
- Cancer diagnosis and medical treatments
- Advanced manufacturing processes
- Scientific research and space exploration
- National security operations
Driving Broader Nuclear Innovation
This recent approval highlights Oklo’s broader strategy to develop fast fission power plants that deliver clean, reliable energy globally. The company holds a track record of regulatory firsts, previously becoming the first developer to receive a DOE site use permit for a commercial advanced fission plant.
Furthermore, Oklo submitted the first custom combined license application for an advanced reactor to the U.S. Nuclear Regulatory Commission. Alongside establishing a domestic supply chain for critical isotopes, the company actively advances nuclear fuel recycling technologies in collaboration with U.S. National Laboratories to convert used nuclear fuel into clean energy.
About Okla Inc.
Oklo Inc. is developing fast fission power plants to deliver clean, reliable, affordable energy at global scale; establishing a domestic supply chain for critical isotopes; and advancing nuclear fuel recycling to convert used nuclear fuel into clean energy. Oklo was the first to receive a site use permit from the U.S. Department of Energy for a commercial advanced fission plant, was awarded fuel from Idaho National Laboratory, and submitted the first custom combined license application for an advanced reactor to the U.S. Nuclear Regulatory Commission. Oklo is also developing advanced fuel recycling technologies in collaboration with the U.S. Department of Energy and U.S. National Laboratories.
